Hmmm, here's a thought, Station B-9 is an old B class Starbase, first commissioned in 2345 near the Triangle, an area where the Romulan Neutral Zone, Klingon Border, and Federation Border all meet. This shot was taken in 2361, hence the existance of the Star Empire's new D'Deridix class cruiser. Location also explains why it and the B'rel BoPs are there (BoP's are near the sun, under the station)
